Zap2It reports that David Anders has joined the cast of Arrow. Anders previously appeared on The Vampire Diaries as Uncle John and is currently on Once Upon A Time as Dr. Frankenstein. He is best known for his work as Sark on Alias.
Anders will appear in episode 13 as Cyrus Vanch, a new threat in Starling City. Vanch is a career criminal who is released from prison. Once he is released, he is interested in getting back into crime. Laurel (Katie Cassidy) wants to stop him, but the police can't do anything. She then goes to Arrow for help as Vanch tries to take control of the criminal underworld. In order to prove himself, he decides to take out Arrow.
