Justin Bieber Prank 911 Caller Identified as 12 Year Old Boy

A young hacker from a dysfunctional home...
TMZ reports that the juvenile who was arrested for prank 911 calls against Justin Bieber and Ashton Kutcher is only 12 years old.
According to sources, the boy lives in California with his mother. He reportedly refuses to go to school and communicates with other hackers on his computer. Children's Services has been to the apartment for the boy many times and have been unable to stabilize the situation. The family is said to be "incredibly dysfunctional."
Law enforcement is said to be taking steps to remove the child from his home and place him in a more stable foster environment. Authorities are inclined to get the boy counseling rather than mete out punishment. If he completes his counseling program, all charges will likely be dismissed.
The LA County District Attorney's office has not yet made a decision on charging the culprit.
