The Shell Game

Who wants a Chicago's School System? I didn't think so.
In "Dreams from My Father", Barack Obama wrote "… (The students) number one issue was this: Because the school district couldn't afford to keep teachers for a full school day, (the high school) let out every day at 1:30 in the afternoon? With the abbreviated schedule, there was no time for students to take science lab or foreign language classes. "How come we're getting shortchanged?" They asked me. Seems like nobody even expects us to go to college, they said. They wanted more school."
In 1995, Barack Obama was visiting schools and ramping up for a political career when he wrote this. He was torn between doing what was right for the kids and gaining the support of the powerful Chicago Teachers Union (CTU). The CTU is a sub-organization of the largest union in the United States, the National Education Association. In the giant Chicago Political Machine a Chicago politician needs union support to win elections. Obama had to make a choice to either support the students or the union.
Obama supported the CTU. This is not entirely Obama's fault; he lives by the mantra of "You have to win to make change." Obama never changed anything, and that is his fault. He won the election and left the CTU alone in exchange for political support. The Chicago Political Machine is a system of favors. The Chicago politicians need the unions, the unions need the Chicago politicians, and nobody can change the system. Not even Barack Obama.
In 2003, the former Chicago Teacher Union President agreed to a fifteen-minute increase in the school day in exchange for a seven-day reduction in the school year and large annual raises. She was voted out of office for not supporting the union more. The Chicago Teacher Union only was only asked to teach five more hours a year. In 2007, the CTU received new contracts that contained no extra hours, but had pay increases. In 2004, the CTU boasted $5.6 million in reserve. By 2008, the CTU leadership announced to a packed Illinois House of Delegates meeting that the union was $2 million in debt. The union had increased expenses on salaries and perks for a 60-person office staff to the point of bankruptcy.
The Chicago Public School (CPS) system is the third largest school system in the country. It has over 410,000 students enrolled, and 85 percent live in poverty. Chicago is also home to the highest paid teachers, on average, for the country. Some of these educators are making over $120,000 annually. This income is of course paid for by the tax payers of Illinois. In return for the highest paid teachers, Chicago has some of the worst graduation rates in the country with only 50% percent of CPS students graduating and only 10% ever enrolling in college.
The CTU is embroiled in several lawsuits between former union officials and current leadership over missing funds. This year CPS has been criticized in the news for the record level of student murders, 36, with 27 of those from Obama's old district. An estimated $60 million of stimulus money will be used by Chicago to improve security at a handful of inner-city Chicago schools this year. Chicago's problem has become the nation's problem. Stimulus money is drawn from all tax revenue, not just the State of Illinois. Recent news stories show that the $60 million dollar security fund will benefit only 10,000 students. What about the rest of the 400,000 students in the school district? What about the rest of the students across the country? Why is Chicago getting so much attention and money?
Obama, as a state senator, lobbied for his friend Arne Duncan to become the CEO of Chicago Public Schools. After Duncan was appointed by Mayor Richard Daley, he and Obama set forth a new initiative to revamp the crumbling school system. Duncan pioneered a system of hiding dropouts dubbed "the Shell Game". This system that allowed teachers to account for a drop-out student as a "transfer student" for a period of time. For example, if a student never returns to a school they can be presumed to be "transferring" to another school. The number of drop-outs appears to be less than reality due to this type of paperwork shuffle, hence the "Shell Game" nickname. Its Duncan's own version of Three-card Monty and the stakes are tax dollars for inner city schools. This was an important tactic for Obama, Duncan and other politicians who used education as a cornerstone for campaign promises. They could hide poor results with fancy names. A drop-out sounds bad, while a "transfer student" is completely acceptable. A similar shell game is used to shuffle students from school to school to give the appearance that the grades were improving. If a Chicago school is failing it is common practice to "redistrict" the school zone and shuffle a demographic to another failing school. The idea is to cut the losses of at least one school, but at the expense of another. It was also an effective way to manage the loopholes of President George W. Bush's "No Child Left Behind" policy.
Obama and Duncan are huge supporters of Charter Schools. Obama used the charter school argument during his presidential campaign, and touted it as the secret to education reform success. This is being proven to be false. The largest benefit of that these schools offer is that they can be closed down for poor performance, while public schools are harder to close down. Often a charter school is sold to new "owners" or just a name change if it fails. The reality of charter schools are that they are income earning businesses that contribute to campaign funds. They are becoming one of the hottest startup companies in the United States. They use tax money as venture capital and offer little risk to the owners should they fail. They offer education for profit but without the legislative headaches if public schools. Charter schools offer great political capital for political campaigns, they are private businesses that can freely give money and support to those who return money and support.
Charter schools would be used to offset the problems of the public schools. This program takes tax payer money and funnels it as grants to private organizations to fund the creation and operation of private charter schools. These schools, at the moment, have little oversight on what is taught to students. The curriculum is established by the parent corporation of the charter school. This article will not explore the dangers of indoctrination, but they exist. These schools are profit turning businesses that run on tax payer money. The same money that could go towards rebuilding the public school system that has fallen into neglect. Charter schools have yet to show any promise of being a better alternative, posting similar graduation levels and establishing curriculum that are arguably easier than public schools. Some of these schools do not require any actual attendance, with entire school courses taken online. This raises additional questions on how American children will ever learn handle people on a personal or social level.
Obama and Duncan recently began pushing science and math courses to make American children more competitive with the rest of the world. However, the fastest growing course taught in college is actually ethics. Why are subjects such as ethics, morals, and leadership being ignored at the elementary and high school level? They provide the groundwork for discipline not science and math. In many states athletic programs are being cut for more classroom time, and yet childhood obesity is at record levels. In states such as Illinois, it's not the length of the day that is the problem; its the cost of running the system. Chicago schools have cut hours off school days because the cost of running CPS is too high. CPS has some of the shortest school days for any school district in the country. Teachers are making guaranteed money through deals worked out with the union and school district. When budgets get trimmed it comes out of extra school programs, new technology, the light bill, etc. The teachers still get their pay checks, but the students still receive a lackluster education. They still get the same education that Obama himself criticized in his own book. Eventually the cycle destroys the entire system. It is built to fail.
Arne Duncan is now the Secretary of Education within Obama's cabinet. He was picked by Obama because of his "successes" in Chicago, a subject still under debate. Duncan graduated Harvard and was a college friend of Obama's. The Chicago Political Machine has moved to the nation's capital. Friends and favors outweigh facts, trends and history. Chicago's recent public school history should not be ignored.
Obama and Duncan did nothing to help the kids Obama wrote about after he received the endorsement of the Chicago Teachers Union. They played their political game and won. The Chicago Students lost. There are still many questions about the rights of parents and teachers to discipline unruly children. There are questions about what kind of education children are entitled to receive.
Do we really want the Chicago education system for the rest of the country?
What do we want for our children? Do we want more "Shell Games" and private charter schools or do we need to return to traditional education, with community born educators empowered to maintain discipline? Do we want more unions or more independent local teachers? Do we want more State Officials or more Parent Teacher Organizations leading the curriculum at the local level?
I am a father of two, and was raised in the inner city. I am black, and I've seen my own community fall apart due to poor support of education systems. The future has always been with education. We need to make sure that it's properly managed. It's not a business; it's our children these leaders are ruining.
Lastly, Parents need to step up, take responsibility from elected officials and make a difference in their children's life.

Why should we listen to someone that values greed over service to protect American citizens. You are hypocrite, and you are professing as such with this piece of partisan trash, Grant "I got a better job offer" Murioc. You are nothing but a sell out, and you do more harm to the very person that serves in the military. I guess cowardice finally caught up with you.

ethics and morality should be taughtin the home. your at school to learn. same with athletics. if your kid is fat, mommy and daddy should be worrying about it, not the teachers. parents are the large problem with kids not having a good education. they way parents act these days compared to they way i grew up is a world of difference.

It's Muioc...not "Murioc"...
At least get my name right before you call me a coward and sell-out, asshole.

This is how it is going to be as long as schools are run by politicians and not teachers.

Good job Grant. Well-written and on-target. Of course you will be bashed by Kool-Aid drinkers, and the fact that you are a black man as I am means you might have to go into the witness protection program. I have launched my own campaign against the Arne-the-Duncan's fraud-based school reform. Hang in there; you are not entirely alone.

Now you know why they call it The Chicago Way and now the poster child for politics over people is our President. Amazing a guy that cuts deals to get elected has no leadership skills, what a shock. Now as a favor Obama has bought more of his hacks to the White House. We've thrown BILLIONS of dollars at education over the last 20 years. Much like the war on drugs, immigration and anything else government gets it's hand on, everything is just wasted cash. Yet I still get quizzical looks when I don't want them to takeover health care. I wonder if I had the money and the clout could I file a class action lawsuit for the massive fraud the government has committed with my own money

Man, Spook, this was some pretty impressive journalism. Nice Work. Seriously.
Why do you need an acronym for everything, though...? I'm kidding.
As far as teaching "ethics" in grade school goes, don't you think that's just the sort of thing the right wing would cry "indoctrination" about?
Posted By: KanyonKreist (Guest) on October 22, 2009 at 10:55 AM
Let me clear something up.
Teaching ethics is not teaching values...parents teach values, those values are naturally adapted by everyone as morals.
Morals are an individuals slant on how acceptable behavior is on a personal level...is it okay to steal food to feed a starving man?
Some people would say its acceptable, some will say its not. Schools don't have to determine what right or wrong is, but they should allow young kids to explore the option.
Ethics on the other hand, are a societes slant on right or wrong- they are the basis of law and order.
Ethics in our society determines that stealing is wrong, no matter the circumstances. Imagine if schools taught classes that focused on those debates.
Lying, cheating, stealing...those are ethical positions that parents are supposed to teach kids. Sadly many don't now.
Parents are no longer the focal point in kids lives...its the media, television, pop culture.
Jay Z teaches kids about morals and ethics...we accept that. We don't like it but we accept it.
Colleges have realyl started to focus on ethics, after Enron (Bush's Fault) and the banking/credit collapses last year...colleges were getting criticized as much as big corporations.
I'm not advocating teaching kids "right" or "wrong" and grading them on correct answers- I'm suggesting teaching kids what ethics and morals mean.
I fail to understand how teaching hard sciences teaches how to be productive members of our society. Statistics shows that science alone teaches nothing about living in a culture, or maintaining civil debate and order.
A groundwork in discipline must exist before we can expect our children to understand math and science...they need to know how to study. That lazyness is not acceptable. Debate is acceptable, but not without understanding how it should be ethical and moral.
Case- Guest1671, called me a coward...I served honorably in three wars, as a leader, even when I disagreed with some policy. I left after Obama was elected, not because I was afraid to fight, I already did that...but because I did not want to take his orders.
He called me a sellout- finding a better job is hardly selling out. I refuse to live by a status quo, even one that I might create myself.
And I don't value greed. I believe in charity over mandated welfare. Cahrity is the backbone of civil living, not mandated taxes to give people money they never earned.
These are things that I learned in ethics classes throughout life. Math helps, but only if it is applied in honest manner- unless we want to repeat the economic mistakes of the last few years.
Finally athletics are important. A body must be strong, and teamwork is important. There is nothing better then sports to build those.

While I don't agree with everything (or actually, just about anything), I do recognize the value of ethics and athletics in school. In particular, athletics, because our kids are getting too fat. Give them at least an hour a day and make the run around, to at least get the veneer of trying to stay in shape.

You don't want to take the orders from anyone with common sense (and IQ higher than glue)? Fine! The military doesn't need fickle, partisan hacks like you. Actually, I think you probably improved troop moral just because the service lacks one less coward. If you were such a soldier, you would put the safety of your country above your personal feelings towards an elected official.
The spartans (reality), Prince Hector of Troy (fiction) are examples of real soldiers. The fact that you gave up your duties so effortlessly says that you petty, arrogant coward. A real man would stand up and defend what is right. A real man would not give up his honor for the words of men that will never fight.
You ask me why I call you a coward? Because you gave up on your country so effortlessly. You gave up because you didn't like have the courage to serve under someone you didn't see eye to eye with. You dishonored the very service your served, and you dishonored all of your brothers that died for the greater good.
Never ask why I call you a coward, because it is as plain as day. You ran away with your tail between your legs over something trivial. You spat in the face of others that have more courage then you. Soldiers like you do not deserve to be American citizens because you give up on the country so effortlessly.
Never doubt that for a second...ever. You are probably no better than Micah Wright ($10 says you don't even know anything about that person). It is easy to lie about youer service record because no one checks on you, but your words last week gave away your true cowardice and dishonesty.

" I left after Obama was elected, not because I was afraid to fight, I already did that...but because I did not want to take his orders."
So you are a coward who cant put his country over his personal beliefs and political feelings.
That's fine but lets call it what it is, so you don't respect your country enough to respect the office of president no matter who is in it? You only respect the office when its someone you agree with? More power to you for serving, enlisting and keeping the country sage but this line right here is just unimaginable to me that someone who apparently enjoyed there time in the army and applied the army credo would in anyway say or feel. To me its coward's way out.

I'm curious as to how some of you feel justified in making the coments that you are.
To say that the policies of the commander in are trivial in relation to one deciding to risk their life in the advancement of those policies is assanine.
To say that a man's cowardice is "plain as day" when he risked his life for his country are pathetic and warrant a severe ass whipping to the fool who uttered them. It's tantamount to Glenn Beck labeling the president a 'racist' for the sake of ratings and political points.
Such statements have no place in serious political discourse. I'd advise #9165 and #8144 to think before you speak.

I never agree with you, but I have to say that these articles are extremely well written. I have nothing against Obama hit pieces per se, just ones with no basis or substance. This has both basis and substance and I applaud you for that.
That said, stick to writing articles like this, when you post comments you come off like a partisan psychopath, not the thoughtful writer you clearly are.
And if any of you supported the soldiers who went AWOL rather than go to Irag because they didn't believe it was right, then you have no right to judge his reasons for leaving the military. Conversely, if you attacked those people as cowards or unpatriotic, don't you dare defend him either. Thats the defenition of hipocracy.
Personally-his life, his decision, I do not have enough information to judge, and I bet none of you do either. SO STOP HIDING BEHIND YOUR FUCKING COMPUTER AND CALLING HIM A COWARD. THAT is cowardly. Besides, you're only calling him a coward because you disagree with him politically (deny it all you want, but you know its true and just won't admit it to anyone). If you agreed with him, you wouldn't care. That is what makes me sick about todays political climate. If someone disagrees with you then they are automatically the fucking scum of the earth. And, quite frankly, these boards are the worst example of that I have ever seen--yes worse than even political campaigns. Jesus fucking Christ.

Heh...I like how you criticize Obama for playing "Chicago Politics". Guess what...the only difference between Chicago Politics and Politics in other part of the country is that Chicago politics are just more transparent. You mean W's appointment of 'Brownie' as head of FEMA wasn't based on favor or nepotism? We can go waaaay back with this. Hell Andrew Jackson was infamous for this. Even Thomas Jefferson and John Adams did things like this. I am in no way saying its right, but singling Obama out for doing what nearly every president has done previously is just partisan hackery.

Considering how we treated W. that statement is laughable. Seriously, in this day and age, no one has the right to say "at least respect the office, even if you don't respect the man." Nobody means it when they say it and quite frankly its code for "shut the fuck up." And hey, conservatives, if you were saying that when W. was in office, shut the fuck up about Obama.

Really? Last thing I will say about this is
as a marine you take an oath to "obey the orders of the president of the unites states and the officer he appoints above you."
I don't need to site here and tell the world how I served like some people on this site seem to like to do to get their point across, bottom line is Grant/Spook whatever your name is You took an oath and reneged on that oath based on your personal/political beliefs.
I've already said how I feel about that and may god help you if you ever served with me when Obama/Bush or anyone else was president and you didn't salute the man and show him respect.
As for Mikel I've done a hell of alot more for the U.S than some whinny Canadian like you has ever done.

I think that is going a bit far. When GWB was in office, I never cared for overzealous people labeling the president a terrorist.
I am not overtly proud to be an American, but I am very greatful to be one. I believe that our system of governance is what allows me to live in peace and safety, relative to the rest of the world. Thus, I show respect to the office.
Attack the policy, not the person.

Hiding behind a generic login and sniveling isn't doing anything for your country. Put down the coleco-vision, move out of your parents basement, quit your fry station job at Mcdonalds, and do something positive.

As someone who is a product of CPS as well as private school (I attended CPS from 4th thru 8th grade and a private high school) these numbers seem off to me. Only 10% of CPS students go to college? The quality of my CPS education was equal to that of private school, and there was never an issue with short hours, old books, etc. Has it changed that much in twenty years? Was I just lucky to be in one of the good schools?
As for the teacher's union, unions are supposed to get the best terms for their members. That's why they exist. Teacher salaries in CPS have always been kept very quiet, even by those presumably trying to hold the line at the bargaining table. If the average taxpayer knew what teachers make for a nine month year, sympathy would instantly disappear. The fact that the city doesn't bring it to light shows clearly they are conspiring together.
As for athletics in school, my experience was being thrown into various sports in gym class, which did nothing to create any positive habits. If you were bad at a sport you were largely pushed to the side by classmates and got little out of it. An emphasis on fitness and exercise over competitive activities would be more productive and far more likely to stick for those who need it most. The fat kid having dodge balls hurled at his head won't get in shape. A kid who knows enough about science to understand the cardiovascular system can grasp why regular exercise is important. Exercise needs to be ingrained into our culture just like personal hygiene. It would do wonders to fight childhood obesity and diabetes.

Of course he won't get in shape if he just stands there and lets himself be hit by dodge balls, the point is to DODGE! My suggestions, is replace the ADAA certified dodge balls with water balloons after they've been frozen. That ought to make those kids DODGE!
