Obama Raises Taxes on Poor to Pay for “Free” Child Health Care

On Wednesday, President Barack Obama signed a bill that extended the State Children's Health Insurance Program (SCHIP) to millions of underprivileged children. At a time when the federal government is running record deficits, the cost of the SCHIP bill will be borne by society's favorite pariahs, cigarette smokers:

The Congressional Budget Office says the bill will enable states to cover more than four million uninsured children by 2013, while continuing coverage for seven million youngsters. The bill will increase tobacco taxes to offset the increase in spending, estimated at more than $32 billion over four and a half years.
The federal cigarette tax will increase to $1.00 per pack from 39 cents, meaning that a box of my mentholated Marlboro Ultra Lights will now cost about $5.70 in the state of Wisconsin, or 28 cents per five-minute break. Since Obama himself is a longtime (possibly former) cigarette smoker, this is a particularly galling action. Have you already forgotten where you came from, Barack? For shame.

Although raising cigarette taxes is a fairly standard political maneuver, it bears repeating that tobacco tax hikes disproportionately affect economically disadvantaged Americans – exactly the people Democrats claim to represent. This press release from Americans for Tax Reform provides some useful statistics (I have no idea where these numbers came from, but since they support my argument, let's imagine they're 100% authoritative):

Shouldering the burden of this tax increase are the middle- and low-income Americans Obama said he would not raise taxes on:

• 55 percent of smokers are "working poor"
• One in four smokers live below the poverty line
• On average, smokers, whose median income is a little more than $36,000, make about 30 percent less than non-smokers.
When conservatives advocate tax cuts, Democrats criticize them for favoring "tax cuts for the rich" because high-income earners receive the largest benefit in raw dollars. With that in mind, it seems fair game to criticize Democrats for paying for their Big Government programs by screwing economically vulnerable Americans. Although cigarette tax hikes usually lead to a reduction in smoking, that reduction is typically among the wealthier segments of the population. A 2007 study by researchers at the University of California indicated that low-income Americans make up for the increased costs by restructuring their budgets:

"The only people left smoking are those who are addicted," [study author Dr. Peter Franks] said. "What do they do if the price of the drugs they are addicted to increase? Do they stop? No. They cut other things out or find other ways to fund their habit."

He added that using such taxes to pay for a social program such as SCHIP is patently unfair.

"If we think about expanding SCHIP, really shouldn't everyone pay for it?" he said. "Why pick on smokers, who are more and more becoming a poorer segment of society?"
President Obama is surely well-informed enough to know about the demographics of cigarette smokers, which raises the question – do Democrats merely dislike poor people, or do they hate them?

Wow, you're an idiot. Raising taxes on cigarettes isn't taxing the poor, it's taxing the stupid. You choose to kill yourself and everyone around you, you can pay to make sure children (such as those who, through no fault of their own, are the children of the poor smokers to whom you referred) can receive health care.

This is protecting the health of our children at the cost of those who willfully choose to threaten it. Cry me a freakin river.

We are a free country smoking is not illegal. But hiking taxes on cigarettes is dumb. I am not a smoker but if they want to smoke let them. 1) Provide money for Health Care
2) Reduce the smoking rate, thus improving health.

Personally, I don't feel your argument holds water. If someone truly wants to stop smoking they can. It takes more work for some than others. I mean if you feel the cigarette smoker is the victim, then you give credence to all those "frivolous" lawsuits that people who have smoked for 25 years and get lung cancer bring up against the major tobacco companies.

The question is, do you agree with taxing vices. I have no problem with it. Tax cigarettes. Tax alcohol. Hell legalize and tax marijuana. Tax strip clubs. Legalize and tax prostitution. They are not ESSENTIAL.

I would add a stipulation that some of the tax goes for programs to help addicts kick their habit in addition to Childrens' Health Care.

Absolutely not. This is the line that politicians have been using for years to explain cigarette taxes and it's simply not true.

Think about it...if people really stoped smoking...the government would be out billions and billions of dollars. If they really wanted people to quit, they'd jack the tax up to like $4 a pack and force people to stop smoking. They just want more money.

Maybe...and this is crazy...government should STOP spending money. I know, i know, insane.

What you fail to mention in this article is that the SCHIP program no longer covers "only the poor". People 300 to 400% above the poverty line are now eleigible for SCHIP. It's just another example of creeping socialism, where the Dems say they are only doing this for the "poor" but families who are making close to $100,000 a year will have their health insurance paid for by you and me. They cannot publicly advocate socialized medicine, they have to do it in a sneaky manner while attacking anybody who opposes the bill as being "against the poor". Typical Democratic party tactics. They can't win the battles in the arena of ideas so they lie, misrepresent, make people feel guilty about opposing something that really makes no sense, and then push a socialist agenda that will make all Americans worse off.

First off I am a smoker, although with yet another increase it seems as though it is a good time to quit. To spite what your oppinion may be, I believe that as a "free" citizen of the USA it is my right to smoke if I choose to do so. I'm not sure what my sneaking on my back porch to smoke has to do with your children or the poor children, as I am not hurting anyone but myself. What you must think about is not what your oppinion on smoking is but rather what is it that you enjoy in life? Beer, wine, soda, coffee, gas, a night out on the town or clothes? Cause they are comming after you when they are done with us. The liberals have lots of programs that need funding and they are going to spred the love around and around. They will keep taking our money any way that they can until we are all poor. That may sound extreem but here in the great state of New York they might as well tax you for breathing, I'm sure this trend will spred elsewhere. The US government now takes $25 a year from everyone receiving child support to help pay the National deficit. Whats next, maybe it will be your turn?

I am sympathetic with Enrique's argument that assigning the costs of a universal program spending on specific segments of society definitely wreaks.

Hopefully, cigarette smoking will decrease to the point that smokers will not be seen as an adequate source for universal entitlement spending.

I also understand that a family making $60,000.00 can now have their children's healthcare covered by SCHIP.

If those who smoke are going to be responsible for paying the healthcare cost of children, then those who eat fatty foods and/or drink alcohol should also bear that cost.

I swore an oath to defend my country, obey the CIC, and uphold the constituion. I proudly put my life on the line for this country, and the payback I get is an unfair tax on something I enjoy in the comfort of my own home (which is perfectly legal). Thank you America and thank you President Obama.

You know what else isn't 'essential'? An ipod. A tv. Mcdonalds. Why don't we raise taxes all goods that aren't deemed 'essential'?

The anti-smoker's act as if smoking is the only vice out there. Alcohol isn't amazing for the body either. It's responsible for 1/3 of car accidents. The line that's divided between smokers and anti-smokers is ridiculous. It's practically segregation. Oh well, just keep hatin'.

As a smoker I have NO problem with a certain amount of taxation for what is essentially a "legal vise". However and correct me if I am in error, but didnt The Great and Powerful O state the RICHER percentage of the population were in for a tax hike before going anywhere near the "poor and middle class"? So already he sees opposition on his policies and that's allowing him to ignore his promises? Im sorry people but that isnt CHANGE and it doesnt exactly fill me with HOPE either.

Lastly as a man that opposed Mr. Obama in a respectful fashion from day 1 and did NOT vote for him, I will not be that dickhead saying "told you so". The facts that were known about this man were few and readily downplayed by a media clearly and definitively on his "side". I pray the voice of the loyal opposition can still be heard in this country.

Like most taxes, the only ones who suffer are middle class and poor. Rich don't suffer, because like Mark Cuban once said "I can afford any tax, you wanna make a 'you're too fucking rich' tax, by all means do it." All of these kinds of taxes do nothing but hurt middle class and poor people. Like raising the gas taxes. Who does that affect? Does it affect the rich dude with his big evil SUV, or does it effect the single mom that has to commute 40 minutes to work every day to provide for her kids? Come on lefties, wake up.

I'm fairly poor, I smoke, and I don't have any kids. Yet somehow, I'm not up in arms over this. It's weird how being a human being who cares about other human beings, specifically health care deprived children, makes you not mind paying an extra 50 cents for smokes.

22% of americans smoke. Why should only 22% of America help these children without insurance? Isn't this Americas problem? Why isn't America all chipping in to help pay for it? Why are only 1/5 of this country paying for it. This is the biggest discrimination of taxation.

Wake up America and see what they are doing to you. The 78% that do not pay, are probably happy, but if they put a $1.00 tax on Milk to pay for uninsured children, even the 78% of Americans would start to complain. It is all realative to who is impacted. Let everyone pay, not just 22% of America. Why not tax gasoline .10 a gallon or something the MAJORITY of people use instead of always going after the minority to pay for the politicians budgets???

Actually Cuban was a pretty strong supporter of Obama, so I wouldn't call him a righty, nor would I classify the rich as rightys. Judging by where Obama's campaign contributions came from. And again, who does taxes like these affect? Answer the question. Liberals are all about helping the poor and middle class, yet they are the ones that come up with taxes like this that do nothing but hurt the poor and middle class. What part of that don't you understand. And I'm not even against THIS particular tax. I'm not a smoker, so I guess I have no opinion. I do know that taxes like these don't work the majority of the time.
